Amazon doesn't charge fees for delivery of documents to Kindle e-readers over Wi-Fi, that are transferred via USB, or that are delivered to supported Kindle reading apps. However, there is a document processing fee for Kindle Personal Document Service if you use Whispernet on Kindle e-readers.
We will always attempt to deliver your documents via Wi-Fi rather than Whispernet; if this is successful, no document processing fee is charged.

Fees for Kindle Personal Document Service via Whispernet are based on the size of the file submitted, your country of residence, and where you're accessing Whispernet.
If you'd like to deliver documents to your device for free, we recommend connecting to Wi-Fi to receive your documents. If Wi-Fi is unavailable, go to Transfer Documents to Your Kindle via USB for information about USB transferring documents to your device.
