Yes, you can use philips hue bridge and hue app to control the Nue 1, 2 and 3 Gang switch, 1 gang Dimmer switch.

This light switch switches the Active the same as a standard non-smart switch. Neutral wires all tied together.
ie. It works just the same as a standard switch even if not using via WiFi.

With Samsung SmartThings it requires custom device handler to be installed on the SmartThings Hub. Added Samsung SmartThings skill to Amazon Echo to control this switch. Unless Echo Plus could support custom device handler, don't think it can be supported out of the box.
