At launch, some missions later in the game are bugged and can soft lock into a black screen, requiring you to fully close the game and start the mission again to hope it won't happen again.
If you enjoy open world RPGs, especially Ubisoft titles, wait for the bug fixes and then buy it cheaper. Not worth paying full price for it, but gameplay itself feels fine if a little repetitive.
The "play as anyone" mechanic is fun. However, it could have used more depth.
There isn't any form of characters progression, and not much non cosmetic customization. There could've been a way to earn perks for them, or lose negative ones. On top of that, there is a very limited assortment of weapons, which only specific characters have. You can use weapons from other recruited characters, but which weapons can be equipped on which character is very inconsistent.
There is a decent variety of different types of characters to recruit and use.
The story is OK. There are some moments where the antagonists are interesting enough to keep you interested, but you characters all have no development and barely any personality albeit a few quips, due to the play as anyone mechanics. This reduces your lack of investment in the story. I think more consistent characters would have been better to give you some degree of interest.
Average game, mechanics lack depth, story is mostly bland and occasionally interesting, and you will find it hard to care about anything that's happening.
