The focus of this work is to develop an ethical framework that will allow both individuals and society access to any of the positive outcomes of genetic technologies, while offering protection from any associated risks and problems. This ethical framework will in part provide guidelines that will be able to be used in making decisions in relation to both research into, and the application of, these procedures in human subjects. It will also delimit the application of this technology, by defining the types of technological interventions that are morally acceptable and those that are not. In order develop the framework which will underlie these guidelines we must first consider the moral status and ethical implications of human germ-line interventions. From this it will consider how those morally acceptable interventions can be safely and fairly introduced into society. This is because even though some interventions may be morally acceptable at least in theory, there may be what could be described as real-world reasons why they should not be introduced.

In order to make the guidelines as inclusive as possible and therefore as useful as possible as tools of deliberation and the creation of public policy, very few if any metaphysical commitments will be used to motivate the claims outlined herein. This should then create a set of fundamental guidelines that can be used to determine the moral acceptability of various forms of genetic interventions. It will allow for discussion and deliberation about the acceptability of any genetic intervention amongst the widest possible section of the community while putting in place constraints to protect society both now and in future generations. The hope is that by not directly tying the guidelines to a particular metaphysical viewpoint about ethics and the nature of the world that they will be able to be more easily discussed. People holding various metaphysical positions should be able to look at the guidelines and at the very least are able to engage with them and comment on them without simply falling back to their metaphysical position in order to justify their criticisms.
